TOWN OF CLEAR LAKE
REGULAR COUNCIL MEETING
November 11, 2002

Present: Robert Troll, President, Town Council; Emma Brown, Council Member; Derold Covell, Council Member; Frank Nye, Clerk/Treasurer; Virginia Nye, Deputy Clerk/Treasurer; Richard Lehman, Town Marshal; Don Stuckey, Town Attorney, Mark Sullivan Commonwealth Engineering.

The Town Council President called the meeting to order at 6:48 PM.

The clerk read the minutes of the October 14, 2002 Regular Council meeting. The on-hand balances as of the end of October 31, 2002 were; General Fund balance $575,066.76; the Garbage Fund balance $73,977.20; Certificate of Deposit, balance $94,025.70. The Sewer Escrow Account, is presently at $101,131.10, and Wastewater Works Project Budget, presently at $3,520,000, (loan); $500,000 (grant); the Wastewater Works Project Costs, to Date presently at $2,753,960. This leaves a balance of $1,266,040 in the Wastewater Works Project Budget. Derold Covell moved approval, Emma Brown seconded and the motion passed. The Journal Voucher and the Accounts Payable Journal were available for all to read.

The Marshal read his report for the period of October 14, 2002 to November 11, 2002. Derold Covell moved approval, Emma Brown seconded and the motion passed.

VOUCHER APPROVAL

A) Voucher #8540, M&C Trenching for construction costs, $562.50, Derold Covell moved approval, Emma Brown seconded and the motion passed.

B) Voucher #8546, Midwest Billing Administrators, for sewer billing costs, $1,117.43, Derold Covell moved approval, Emma Brown seconded and the motion passed.

OLD BUSINESS

1) Don Stuckey, said the final draft of the Sewer Use Ordinance will probably be ready in December.

2) Mark Sullivan read disbursement requests; Request #24 to Commonwealth Engineers for Inspection, $28,784, Derold Covell moved approval, Emma Brown seconded and the motion passed; Request #25, Commonwealth Engineers, for Engineering, $5,725.00, Emma Brown moved approval, Derold Covell seconded and the motion passed; Request #26, Geiger Excavating $374,145.00, for construction, Derold Covell moved approval, Emma Brown seconded and the motion passed; Geiger Excavating $19,692.00, for retainage; Derold Covell moved approval, Emma Brown seconded and the motion passed. Mark went on to say that the bulk of the grinder pumps are in the ground, about 370 of the 404 to be more specific.

3) Bob said the Plan Commission meeting will be November 18 at the St. Paul Chapel. The Powhatten Bay project will be considered at this meeting.

4) Charles Taylor (1010 Lake Drive) asked about the new Town Hall. Bob said sometime after the first of the new year the project would move forward.

There being no new business, the motion was made to adjourn at 7:38 PM. Derold Covell moved approval, Emma Brown seconded and the motion passed.
