TOWN OF CLEAR LAKE
REGULAR COUNCIL MEETING

AUGUST 11, 2003

Present: Robert Troll, President, Town Council; Emma Brown, Council Member, Derold Covell, Council Member, Virginia Nye, Clerk Treasurer, Richard Lehman, Marshal, Don Stuckey, Town Attorney, and Mark Sullivan, Commonwealth Engineers. Forty two visitors signed the guest register.

The Town Council President called the meeting to order at 7:00 p.m.

Bob Troll announced a change in format, with Mark Sullivan, Commonwealth Engineers first on the agenda. There will be no invoices this month. Mark said that testing is being done. There are 40,000 feet of pipe to be tested, with about 2,000 feet a day being done presently. The Council asked all citizens to be aware of any water coming up and to notify Mark Field of such. One positive note in Mark’s report is that the first section of main line pipes passed the test. The council is pushing hard to get the project completed. There will be another construction meeting on Monday, August 18.

The clerk read the minutes of the July 14, 2003 Regular Council meeting followed by July 31 financial report. The financials included the following. The on-hand balances as of July 31 were as follows: General Fund balance $876,901.75; the Garbage Fund balance was $87,956.88; Certificate of Deposits balance $95,592.83. The Sewer Escrow Account is presently $169,291.04. Of the Wastewater Works Project Loan Budget of $3,520,000, $3,487,711 has been spent, leaving a balance of $32,289. The $500,000 State Grant has a balance of $241,086. Emma Brown made a motion to approve the minutes of the July 14 meeting and the July 31 financial report, Derold Covell seconded, and the motion passed.

The Marshal’s report for the period July 14 to August 11, 2003 was read by Marshal Lehman. Derold Covell moved approval, Emma Brown seconded, and the motion passed.

OLD BUSINESS

Two vouchers were introduced for approval by the Council. They are:

8848 Donald J. Stuckey $1,503.10
8849 Midwest Billing Administrators $ 650.00
Emma Brown moved approval , Derold Covell seconded, and the motion passed.

It has been reported that some people are throwing stones into the channel from the bridge. This is a prosecutable offense and should be reported to the authorities. Also, Round Lake has a 10 MPH speed limit for the whole lake, not just going under the bridge.

Bob Troll thanked Tom Reith, Ken Goeckel, and Alan Brown for helping him patch holes in the town streets.

September 13 will be heavy trash pickup day for the lake.

NEW BUSINESS

Resolution 8-11-03, that there shall be a moratorium on the approval of any new users of the Clear Lake Sewer System until such time as the Sewer System is operational and the sewer use of the Town of Clear Lake can be properly metered, was introduced by Don Stuckey. After discussion, Derold Covell moved approval, Emma Brown seconded, and the motion passed.

Note that the October Town Council meeting will be held on October 20. This is the third Monday of the month.

We need a new editor for the Clear Lake Newsletter. The newsletter is published quarterly. The Clear Lake Association has funded the printing and mailing of the newsletter.

Charles Taylor, 1010 Lake Drive, asked about the funds and plans for the new Clear Lake town hall. Bob Troll responded that the town hall building committee has been meeting and they are moving forward on the project.

The town is reviewing the contract with the present cable system, Cable Direct. It was noted that Media Com might be interested in the contract.

There being no further new business, the Council meeting was adjourned at 8:00 p.m. Emma Brown moved approval, Derold Covell seconded, and the motion passed.
