April 12, 2004
The April 12, 2004 Town Council meeting at St. Paul’s Chapel was called to order at 7:00 p.m. by Robert Troll, President. Also present were Derold Covell, Council Member, Jack McArdle, Council Member,Teresa Gardiner, Clerk Treasurer, Richard Lehman, Town Marshall, David Gardiner, Zoning Inspector, and Donald Stuckey, Town Attorney. Thirty-two guests signed the guest register.
The clerk read the minutes of March 8, council meeting. Derold Covell made a motion for approval of the minutes with corrections and be placed on file. Seconded by Jack McArdle. Motion carried.
The clerk gave the financial report for the period, March 1-March 31. The financials included the following balances:
General Funds Balance

Garbage Fund Balance $ 55,848.83
Sewer Escrow Balance $ 170,426.05
Certificates of Deposit $

The Wastewater Works Project Loan Budget of $3,520.000 has total expenses of $3,508,821.00 leaving a balance of $11,179.00. The $500,000.00 State Grant has total expenses of $452,522.00 leaving a balance of $47,478.00.
Jack McArdle made a motion for approval of the financial report and be placed on file. Seconded Derold Covell . Motion carried.
Dick Lehman gave the marshal’s report for the period, March 8 to April 12. He responded to two complaints of thefts. Derold Covell moved for approval. Robert Troll seconded the motion. Motion carried.
David Gardiner reported that he had issued five building permits during the period of March 8 to April 12. He also reported that the town has issued 80 sewer hook-up permits.
Old Business
Sewer Report: Mark Sullivan, Commonwealth Engineers, reported the following:
Mark Sullivan introduced Amendment No 5 to the Agreement for Engineering Services for the Clear Lake Sewage Works Project for approval. The total compensation for services for the Construction Phase of the project shall be increased by $35,000, and the total compensation for services for the Inspection Phase of the project shall be increased by $50,000.00. Jack McArdle moved approval of Amendment No 5, seconded by Derold Covell, and the motion carried.
Insurance Update
President Robert Troll stated that a liability policy has been offered to the Town of Clear Lake for a limit of $1,000,000 with a $25,000 deductible. The annual quote for the policy is $8,727.

Derold Covell moved for approval. Seconded by Jack McArdle. Motion carried.
Ordinance 298 Second Reading Motion to dispense with rules and read by title only was made by Jack McArdle, seconded by Derold Covell and the motion passed. Derold Covell moved approval of the second reading, Jack McArdle seconded, and the motion passes.
New Business
President Robert Troll introduced and read Ordinance 299; property owners’ requests authority to hook privately owned generators into the Town of Clear Lake Sewer System to assure grinder pumps owned by the Town of Clear Lake sewer system are operable during any general power outage. The private property owners shall be required to obtain a permit at the cost of $100.00 and execute a release at the time of obtaining the necessary permits. Derold Covell moved approval of the first reading, Jack McArdle seconded and the motion passed.
The next council meeting will be May 10, 2004.
At 8:10 p.m., there being no additional new business, Jack Mcardle made a motion to adjourn. Derold Covell seconded. Motion Carried.
