Minutes of the October 9, 2006 Town Council Meeting
The October 9, 2006 meeting of the Clear Lake Town Council was called to order at 7:00 p.m. by Larry Armstrong, Councilman. Also present were Tony Kraus, Councilman, Virginia Nye, Clerk Treasurer, Bruce Snyder, Zoning Inspector, Robert Hull, Town Superintendent, and Neal Blythe, Town Attorney. Eighteen visitors signed the guest register.
Virginia Nye read the minutes of the September 11 Town Council meeting. Tony Kraus made a motion to approve the minutes as read, Larry Armstrong seconded and the motion passed. Virginia Nye read warrants to be approved. Tony Kraus moved approval, Larry Armstrong seconded, and the motion passed.
The Marshal’s report was read by Tony Kraus, followed by the Fire Department report.
Andy Dodzik, Engineer, Dodzik Engineering Inc., opened and read bids for road work to be done this fall. The meeting was then recessed to study bids. After studying the bids he planned to come back to make a recommendation. The opened bids are as follows:

Bruce Snyder, Zoning Administrator, reported seven Improvement Location Permits were issued between September 10 and October 9, 2006. Five Demolition Permits were issued during the same period. The BZA meeting scheduled for Monday, October 16 has been cancelled.
Bob Hall, Town Superintendent, reported that they tested a new odor control chemical during the period September 12 through September 16. The trial was a dismal failure. While searching for a better product, they have returned to using bioxide.
The street in front of the new town hall has a new name. The Plan Commission at its meeting on Monday, October 2 gave approval to change the name from County Road
725 E to Gecowets Drive. When the new street signs arrive, Bob will install them and notify the county dispatch and the post office of the change.
The new town hall is moving along very well. The shell is framed and sheeted, roof, doors and windows are installed.
Tony Kraus moved approval of the Marshal’s and Fire Department report, and also the Zoning Inspector, and Town Superintendent reports. Larry Armstrong seconded, and the motion passed.
Neal Blythe reported on the various lawsuits filed by the Hoaglands. They are planning a working meeting with American Legal Publishing to move forward updating the town ordinances.
Neal Blythe introduced Ordinance No. 2006-5, Ordinance Establishing a Fee for All Requests for Meetings of the Town of Clear Lake Board of Zoning Appeals and Plan Commission. The Ordinance establishes a fee of $900.00 to be paid to the Town of Clear Lake, for all requests for special meetings of the Town of Clear Lake Board of Zoning Appeals and the Town of Clear Lake Plan Commission. Tony Kraus made the motion to read the summary only, Larry Armstrong seconded and the motion passed. After reading the summary, Tony Kraus then make the motion to approve the ordinance on first reading, Larry Armstrong seconded and the motion passed.
Andy Dodzik returned to the meeting, read and discussed the four bids, and approved the E&B Paving contract with a low bid of $106,906.50. Tony Kraus made the motion for the town to accept the low bid, $106,906.50, Larry Armstrong seconded, and the motion passed.
The meeting adjourned at 7:55 p.m. upon the motion by Tony Kraus, and second by Larry Armstrong.
