Minutes of  the September 11, 2006 Town Council Meeting 

The September 11, 2006 Town Council Meeting was called to order at 7:05 p.m. by Jack McArdle, President.  Also present were Larry Armstrong and Tony Kraus, Councilmen, Virginia Nye, Clerk Treasurer, Bruce Snyder, Zoning Inspector, Robert Hull, Town Superintendent, and Erik Weber, Town Attorney.

 

Minutes of the August 14 meeting were read.  Tony Kraus moved approval of the minutes, Larry Armstrong seconded, and the motion passed.  Warrants in excess of $200 were approved by the Council, upon a motion by Larry Armstrong, and seconded by Tony Kraus. 

 

The Marshal’s report was read by Tony Kraus.  Larry Armstrong said that he had no Fire Department report for the month.

 

Bruce Snyder, Zoning Inspector, said that five Improvement Location Permits were issued during the period, August 15 to September 9, 2006.  These included 2 houses, a garage, deck and walkway – and a new TOWN HALL.  Six demolition permits were issued during this same period.

 

Bob Hull reported that they are testing a new sewer odor control chemical, however, it may be clogging lines. 

 

The plan for street maintenance includes the area north of the yacht club.  Since the town has become aware of a right-of-way issue in the area at the curve at 176 Lake Drive the town may postpone that work.  He requested authorization to advertise for bids other than the 176 curve.  Tony Kraus made the motion to authorize advertisement for bids, Larry Armstrong seconded and the motion passed. 

 

Bob also reported that he has received three quotes for a one-ton truck which can be used for road work.  The three quotes were from Angola Ford ($28,460.20), Kelly Chevrolet (31,925.50), and Dunham ($28,851.40).  Larry Armstrong made a motion to approve the Angola Ford purchase, Tony Kraus seconded, and the motion carried.

 

The truck will be set up for a snow plow.  However, the plow will not be purchased at this time.  Bob Hull requested that Mike Stuckey be contracted for snowplowing this winter.  Larry Armstrong moved approval, Tony Kraus seconded and the motion passed.

 

Erik Weber, Town Attorney, reported on the litigation of the three cases involving the Hoagland’s.  The codification of the town ordinances should be complete by the end of the year. 

 

Update on the Town Hall – basement footings have been poured, side walls framed.  Top soil will be put back and planting grass will take place this fall. 

 

After discussion about the current trash contractors, the council asked Bob Hull to contact various trash haulers and place an advertisement for bids.  The council would then make a decision at the December meeting on the basis of presentation and bids.

 

At 8:00 p.m. Tony Kraus made the motion to adjourn, seconded by Larry Armstrong, and the motion passed.
