Minutes of the May 12, 2008 Town Council Meeting
The Town Council meeting was called to order at 7:00 p.m. by Larry
Armstrong, President of the Town Council. Present also were Council members Bob
Lewis, Sue Williams, George Schenkel, and Paul Federspiel. Bob Hull, Town
Superintendent, and Neal Blythe, Town Attorney, were also present.
Minutes of the April 14, 2008 meeting were read and approved by the Council
The financial report and warrants reported were approved by the Council.
The Marshal’s report and Fire Department reports were also given, as well as
Zoning Inspector Report. Speakers were distant from the audio system.
Bob Hull, Town Superintendent, said he has received three quotes for the storage
building. They were $106,079, $58,769, and $44,769. The low bid was from Shetler
Builders. This would be a pole barn with the inside unfinished, it would also
need overhead doors and the inside finished. Paul Federspiel made the motion to
approve the low bid, George Schenkel seconded, and bid to approve the Shetler
Builder’s bid was approved. Bob also read Laura’s report.
Sue Williams made the motion to approve the reports, George Schenkel seconded,
and the motion passed.
OLD BUSINESS
Following Larry Armstrong’s congratulations for being appointed Partner in the
law firm, Neal Blythe reported on the legal situations. (Some of the comments
were difficult to understand.)
The DNR, by letter to the town, requested the removal of the dock on the lake at
Terrace Gardens, and a charge of $1,000 a day fine if not done. The town does
not feel responsible for the dock since it had no part in installing the dock.
The DNR has offered to make a presentation to the town on the dock situation.
Bob Lewis presented an update on the town insurance expenses. A decrease in the
cost of town insurance by a total of $3,700 will be possible this year.
NEW BUSINESS
RESOLUTION 6-2008. WEBSITE GOVERNANCE. Following reading of the resolution by
Larry Armstrong and discussion, Bob Lewis made a motion to approve the
resolution, Paul Federspiel seconded, and the motion passed.
ORDINANCE 5-2008. MILEAGE RATE ORDINANCE. FIRST READING. Ordinance was read by
Larry Armstrong, followed by a public hearing. Sue Williams made the motion to
approve the rirst read of the ordinance, Paul Federspiel seconded, and the
motion passed.
ORDINANCE 4-2008. SEWER PERMIT FEE ORDINANCE. FIRST READING. Larry Armstrong
read the ordinance to raise the sewer permit fee from $100 to $200. There was no
discussion. George Schenkel made the motion to approve, Bob Lewis seconded, and
the motion passed.
ORDINANCE 3-2008. PARKING ORDINANCE. FIRST READING. Larry Armstrong read the
Parking Ordinance. There was no discussion. Paul Federspiel made the motion to
approve, George Schenkel seconded, and the motion passed.
ORDINANCE 2-2008. FIREWORKS ORDINANCE. FIRST READING. Bob Lewis read Ordinance
2-2008, Fireworks Ordinance. Discussion followed, including M80, firecrackers,
Cherry Bombs, special occasion, discussion of possible exceptions. Sue Williams
made the motion to approve, Bob Lewis seconded, and the motion passed.
ORDINANCE 1-2008. ANIMAL CONTROL ORDINANCE. FIRST READING. Bob Lewis read the
ordinance. Following discussion, George Schenkel made the motion to approve, Bob
Lewis seconded, and the motion passed.
