Minutes of the January 12, 2009 Town Council Meeting
The meeting of the Town Council was called to order at 7:00 p.m. by Larry
Armstrong. Present also were Bob Lewis, Barry Worl, George Schenkel, Council
members, Virginia Nye, Clerk, Bob Hull, Bruce Snyder, Zoning Inspector, Bob
Hull, Town Superintendent, and Neal Blythe, Town Attorney. Thirteen guests
signed the guest register.
Minutes of the December 8 Council meeting were read and approved, upon a motion
by Bob Lewis, and second by George Schenkel,
The financial report was given by Virginia Nye. Expenditures for the month of
December were as follows: General Fund $46,036.75; Sewer Fund $237, 807.51
(which included the annual payment of $201,982.08 for the loan principal and
interest); and $8,916.12 for the Garbage account. Warrants to be approved
totaled $271,068.34. The financial reports were approved upon a motion by Barry
Worl and second by George Schenkel.
ELECTION OF OFFICERS
Larry Armstrong nominated Bob Lewis for President, George Schenkel seconded the
motion and the motion passed. Bob Lewis nominated Larry Armstrong for Vice
President, George Schenkel seconded the motion, and the motion passed. George
Schenkel made the motion that Bob Lewis take office as president now, Barry Worl
seconded and the motion passed.
REPORTS
The Marshal’s report was read by Larry Armstrong. The Police Department
responded to 78 total law cases during the year, 2008. They have purchased a
laptop computer to enable the police to have a database of property owners to
aid them in contacting the property owners. The Fire Department included no
calls to Clear Lake in December.
Bruce Snyder reported that during the month of December no Improvement Location
Permits and no Demolition Permits were issued. The BZA, at their meeting on
December 15, granted a variance for the property at 253 Lake Drive. The variance
amends the required lake yard setback to 24 feet.
Bob Hull reported that his street plowing has included work concentrating on
intersections, hills and school bus stops. He had to replace snow plow blades
and a chain for the sander. He has also been working on the inside of the barn
building shelves, tool hangers and a work bench – when he was not out plowing.
The sewer system is working well and the guys have been moving sewer inventory
from various locations to the new barn and getting it put away.
The billing clerk’s report includes statistics only.
OLD BUSINESS
Neal Blythe, the town attorney, updated the Council on the legal activities.
There will be a Lehman hearing on February 12, with resolution of the problem
expected on that date. There will be a BZA hearing on February 4.
2009 Fire Protection Agreement with Fremont. Following discussions with the
Fremont Fire Department, Larry Armstrong proposed a Fire Protection annual
payment of $22,467.65. George Schenkel made the motion to accept the contract,
Larry seconded and the motion passed.
NEW BUSINESS
Historical Society Committee Project. Bonnie Brown reported that they are
working on a Clear Lake book of family stories, pictures. She has questionnaires
for families in the early 1900’s, interview, pictures, history forum. Call
Bonnie with information, pictures, or questions. They have also put out a
fifteen month calendar and sales have been good. Revenue from the sale of the
calendars will help fund the book about the history of Clear Lake.
Water Quality Committee. Annie Skinner is chairman of the committee and is
currently
preparing a grant application for $50,000, due December 15. She has a resource
room in basement of town hall, and is asking for help with her project.
A Year in Review, by Larry Armstrong. The town mourned the death of Paul
Federspiel and welcomed Barry Worl to participate in the town organization by
becoming a council member. All of us hope 2009 will be better for us. Laura took
over sewer and garbage billing, and filing liens. The town has a new police
department and lake patrol, they also monitor the police telephone. The town was
audited last year and has been working on a comprehensive plan and district
zoning map. The town has also worked on street repair and repaving, street
identification and numbering in order to prepare for census 2010.
Looking Ahead. Bob Lewis said that Annie’s project could be 10-year program.
The town has been working on the Unified Development Ordinance, with completion
planned for this spring. On February 9, the Plan Commission will be meeting to
further develop this project. The attorney is working on a new garbage contract
for the town.
At 7:50 p.m., motion to adjourn was made by George Schenkel, Barry Worl
seconded, and the motion passed.
