MEETING MINUTES

Minutes of the February 16, 2009 Town Council Meeting

The meeting of the Town Council was called to order at 7:00 p.m. by Bob Lewis. Present also were George Schenkel and Sue Williams, Council members, Virginia Nye, Clerk, Bob Hull, Superintendent, and Bruce Snyder, Zoning Inspector. Neal Blythe, Town Attorney, was also present. Eight people signed the guest register.

Minutes of the January 12, 2009 Council Meeting were read and approved, upon a motion by George Schenkel, and second by Sue Williams.

The financial report was given by Virginia Nye. The January financial report included the following expenses: General Fund $24,289.88; Garbage Fund $918.26; Sewer Fund $3,317.28. Warrants to be approved totaled $25,006.00. The financial reports were approved upon a motion by Sue Williams, and second by George Schenkel.

REPORTS

Marshal John Gonya’s report was read by George Schenkel. The police department responded to fifteen complaints during the last month. John Gonya also reported the police vehicle is equipped with a lap tap and they will be glad to show the residents what the computer is capable of. The Fremont Fire Department reported that there were no calls to Clear Lake during the last month.

Bruce Snyder, the Zoning Inspector, reported there were three Improvement Location Permits issued during the last month. During the year 2008, 30 Improvement Location Permits were issued, eight variance applications were filled, one application was withdrawn, and the other applications were approved.

Bob Hull, Town Superintendent, reported that he had a busy month plowing snow. The salt spreader will make it through this year. However, the spreader will need to be replaced next year. The pump repair shop is mostly finished, with work bench installed and about half of the tools are purchased. There was a problem with the drain at 750 LD. The problem was that the tile was plugged from the road to the lake. He was able to get that flowing and that drained enough to get the water off the road. He also furnished the census bureau with an update on boundary maps and street information.



OLD BUSINESS

   Neal Blythe reported that the Council contested the Lehman legal mediation. Mediation was bumped out till April. Other litigation was also reported.

NEW BUSINESS

   Update on Clear Lake History. Bonnie Brown reported that she had found a map of the original plat for the town. She also said that she would still like to receive information as well as pictures, plat maps, abstracts.

   Update on Water Quality Progress. In the absence of Annie Skinner, Bob Lewis reported on the area south of the lake that is a source of the drainage into Clear Lake. They have been talking with farm owners on ways to prevent sediment from flowing into Clear Lake. The committee believes that these farm owners will be supportive of efforts to slow the water entering the lake.

   Update on Unified Development Ordinance. Bob reported that there will be an ordinance codification update on March 9.

The next Council meeting will be on March 9 at 7:30 p.m.

At 7:30 p.m., Sue Williams made the motion to adjourn, George Schenkel seconded, and the motion passed.
